Senator Patrick M. Gallivan (R-C, Elma) has taken a significant step by co-sponsoring legislation aimed at enhancing support for volunteer firefighters and ambulance workers in New York State. The proposed legislation, S.7286, seeks to raise the state’s personal income tax credit for these essential first responders. If passed, the tax credit would increase from $200 to $800 for individuals and from $400 to $1600 for eligible married joint filers.

The initiative to boost the tax credit stems from recommendations made by the Volunteer Firefighter Recruitment and Retention Task Force, a body convened by the State Department of Homeland Security and Emergency Services in 2022. Acknowledging the vital role played by volunteer firefighters and EMS personnel, Senator Gallivan emphasized the importance of supporting these individuals. He stated, "Raising the income tax credit for these brave men and women is long overdue and may encourage others to join the ranks of their local fire company."

The reliance of numerous rural and small communities on volunteer agencies for fire protection and emergency medical services is well-documented. A study conducted by the Firemen’s Association of the State of New York revealed that volunteer firefighters alone save the state more than $4.7 billion annually, underscoring the invaluable contributions of these volunteers.

In addition to the tax credit legislation, Senator Gallivan is also backing efforts to enhance the state’s 911 system. Bill S.4583A aims to establish a Next Generation 911 Network, utilizing cutting-edge technology to improve response times, communication, accessibility, and location accuracy. Funding for the network would be sourced from a dedicated 911 surcharge. Furthermore, Bill S.4560 seeks to prevent the diversion of proceeds from the 911 surcharge to the state's general fund, ensuring that the revenue is utilized for its intended purposes and supporting the implementation of Next Generation 911.

The initiatives spearheaded by Senator Gallivan underscore a commitment to bolstering support for volunteer firefighters and EMS workers, as well as enhancing emergency response capabilities in the state of New York.
