Senator Patrick Gallivan participated in the legislative voting activities for the week of April 28, 2025, casting votes on various bills discussed in the New York State Senate. The outcomes provide insight into his stance on a wide array of issues ranging from digital currencies to public health and safety.

On April 28, the Senate passed several initiatives. Senator Gallivan supported S4728, which aims to establish a Cryptocurrency and blockchain study task force to provide detailed insights on the use of digital currencies and blockchain technology within the state. He also backed S4369, which creates a Memorial Lands Facility permit for the respectful disposition of cremated remains.

S4892B gained his favor with its provision for continuous supervision by a licensed physical therapist over assistants without necessitating their physical presence. In contrast, Gallivan opposed S1463, which involved recycling responsibilities for mattress producers, citing concerns over unnecessary civil penalties and potential state costs.

Senator Gallivan approved S1225 to revise Medicaid Evidence-Based Benefit Review procedures and S4767, mandating police training for interactions with individuals with autism and developmental disabilities. His vote also favored allowing non-profit employees’ participation in managing chance games under S2294 and enabling caregiver presence during testimonies from vulnerable adults in grand jury hearings under S1641.

April 29 saw Gallivan supporting a disciplinary decision finalization for certain employees through S1540 and opposing S952B, which extended rent-stabilization protections, attributing burdens on landlords as a cause. He supported S1806A, enabling entry to peer support advocates in correctional facilities, and S2295 for police training in sexual assault crimes.

He advocated for clean energy readiness via S2484 and participated as a co-sponsor in S6244, which secures testimony privilege in law enforcement peer support counseling. However, he opposed an increase in Surrogate’s Court fees (S5278) and the renaming of agency buildings on grounds of political partisanship as per S4722. Supporting tax exemptions for specific residential properties exercised through S1718B, and broadly extending property tax exemptions through S7285, were part of his votes. Additionally, he backed a budget extender (S7673) for funding allocations.

On April 30, Senator Gallivan disagreed with increasing compensation for election inspectors (S559) but supported environmental planning board training under S600A. He favored authorizing municipalities for resource sharing through S6256 and establishing a condominium owners’ rights bill via S5089. Advocating for veterans with disabilities in home ownership programs was aligned with his support for S6274.

He backed studies on library capital funding access (S6870) and enforcing regulatory exemptions for emergency law enforcement vessels as stated in S5400. Further, Gallivan voted for S7230, subjecting energy services companies to property regulations, and supported anti-discrimination measures in real estate appraisals under S7320. He also voted for extending tax-exempt bond allocation policies through S7526.

May 1 marked Gallivan’s participation in approving S7707, a budget extender for governmental support.
