FOIA Request to SUNY Buffalo State University regarding Chinese National students on June 16, 2025.

A Freedom of Information Act (FOIA) request was submitted to SUNY Buffalo State University on June 16, 2025, by the Buffalo Ledger. The request seeks detailed information concerning Chinese National students enrolled at the university. The inquiry is made under the New York Freedom of Information Law and aims to obtain records in an electronic format.

The FOIA request specifically asks for several pieces of information:

1. Documents or lists detailing all current students who are Chinese Nationals, including their department of study. If student names are protected, a total number of such students and a breakdown by department is requested.

2. Documents or lists showing current Chinese National students along with details about scholarships they receive, including the amount and source of each scholarship.

3. A list of recipients for any scholarships affiliated with the Chinese Scholarship Council if not already covered in the previous request. Identification of scholarships that satisfy this requirement from the second request is also sought.

4. Policies or procedures describing how the university monitors students, including Chinese Nationals, to protect intellectual property and other confidential information.

The request was made on behalf of Buffalo Ledger and The Coalition Opposing Governmental Secrecy, which is a non-profit organization focused on promoting transparency within governmental agencies through FOIA requests.

Buffalo Ledger has requested a fee waiver for this FOIA submission based on its role as a media organization involved in gathering and disseminating news to hold public institutions accountable.
