Michael Phillips, Superintendent of the Erie County Sheriff’s Office Jail Management Division, will retire on January 1, according to an announcement from Sheriff John Garcia. Phillips has led the division since early 2022.
During his tenure, Phillips worked on modernizing the operations at both the Erie County Holding Center and the Erie County Correctional Facility. His leadership coincided with the end of Department of Justice oversight for the Jail Management Division and the termination of a state-level consent decree. He also oversaw the implementation of a Medication Assisted Treatment (MAT) Program and expanded programming efforts aimed at reducing recidivism rates. The recidivism rate dropped from 67.3% in 2021 to 58.9% in 2024. Additionally, under his supervision, the Correctional Health Division achieved accreditation from the National Commission on Correctional Health Care, and body-worn cameras were introduced at both jail facilities.
Reflecting on his time in office, Phillips said, “As I look back at the last four years, I am proudest of the relationships we were able to cultivate with our partners in government. When I took this job, it was clear that there was a need to work with the County Executive and County Legislature to accomplish what we sought to achieve. I thank them for working with us to move this Office forward. Most importantly, I thank Sheriff Garcia for giving me this opportunity. Under his leadership and the leadership of Undersheriff Cooley, this Office and the Jail Management Division are in good hands moving forward.”
Sheriff Garcia expressed appreciation for Phillips’ contributions: “Michael Phillips has served honorably and with distinction. Although the facilities we operate are outdated, antiquated and incompatible with modern correctional practices, he never let that get in the way of progress. Because of him, conditions for our working staff and incarcerated individuals have improved, and the stage is set for them to improve further in the years ahead. Mike, thank you for your service.”
